Good morning, Toledo!
Halloween weekend has arrived in Northwest Ohio, and there's no shortage of ways to celebrate across the region. From spooky attractions and trick-or-treating aboard historic ships to family-friendly science experiments and festive celebrations, Toledo and its surrounding communities are embracing the holiday spirit. Whether you're looking for a night of Halloween fun or something the whole family can enjoy, there's plenty happening throughout the weekend.
Beyond the Halloween festivities, it's been another busy week in local news. Toledo wrapped up its 2026 residential road improvement season with 111 streets completed, while ProMedica Bay Park Hospital earned a significant trauma care designation. Meanwhile, legal developments continue following last week's chemical leak, and voters across Northwest Ohio are preparing to weigh in on several important local issues in Tuesday's election. We've got those stories and more in this week's edition of The Toledo Dispatch.

Toledo Football to Honor Military During Salute to Service Game
The Toledo Rockets return to the Glass Bowl on Wednesday, November 11, to take on UMass in a special Salute to Service game honoring the brave men and women who have served our country. Fans are encouraged to come out, support the Rockets, and help recognize our nation's veterans and active-duty military personnel. Kickoff time is still to be announced.

News
Three Proposed Toledo Charter Changes Head to November Ballot
Toledo voters will decide on three proposed amendments to the city's charter during the November 3 general election. Issue 17 would give City Council greater authority over hiring, discipline, and termination of its employees, while Issue 18 would update candidate filing requirements and election petition deadlines to better align with Ohio law. Issue 19 would change the process for proposing charter amendments, requiring City Council to use ordinances rather than resolutions. All three measures require a majority vote to pass and would change how certain aspects of Toledo's city government operate.
Northwest Ohio Jail Board Rejects Effort to End ICE Detention Agreement
The Corrections Center of Northwest Ohio (CCNO) will continue housing detainees for U.S. Immigration and Customs Enforcement (ICE) after its governing board rejected a motion to terminate the agreement in an 8-2 vote. Lucas County Commissioner Pete Gerken introduced the proposal, receiving support from Sheriff Mike Navarre, who seconded the motion for the first time. The two officials raised concerns about the detention of individuals accused of immigration violations and the broader implications of the federal agreement. Although the proposal failed, the board agreed to examine the potential financial consequences of ending the arrangement, leaving open the possibility of future discussions.

Legal Battles Mount as Toledo Chemical Leak Company Opens Compensation Hotline
Multiple law firms are urging Toledo residents affected by last week's chemical leak to understand their legal rights as MC Tank Transport establishes a compensation hotline for individuals and businesses seeking reimbursement. The October 20 incident forced approximately 1,000 residents to evacuate and more than 50,000 others to shelter in place, prompting at least two proposed class-action lawsuits against the company and its parent organization. Attorneys are encouraging affected residents to document medical expenses, lost wages, property damage, and other financial losses while considering their legal options. MC Tank Transport has established a claims hotline at 888-271-0577, while the lawsuits continue through the legal process.
Defiance Residents to Vote on Restrictions for Large Data Centers
Voters in Defiance will decide November 3 whether to prohibit the construction of large-scale data centers within city limits. The proposed charter amendment would ban facilities requiring more than 25 megawatts of power, with supporters citing concerns about electricity costs, water consumption, and noise pollution. Opponents argue that restricting development could cost the city valuable economic opportunities, including potential tax revenue and investment. Defiance City Council has already implemented a six-month moratorium on data center development while officials study the potential impacts, making the upcoming vote an important decision for the community's future.

City Updates
Toledo Wraps Up 2026 Road Improvement Season With 111 Streets Completed
The City of Toledo has officially concluded its 2026 residential road construction season, completing improvements to 111 streets covering more than 43 lane miles. The $36 million residential road program was funded through the city's dedicated quarter-percent income tax, which has helped improve 649 residential streets since 2021. Mayor Wade Kapszukiewicz highlighted the progress as part of the city's ongoing commitment to improving neighborhood infrastructure and roadway safety. City officials are now looking ahead to the 2027 construction season as efforts continue to address deteriorating roads throughout Toledo.
ProMedica Bay Park Hospital Earns Level III Trauma Center Designation
ProMedica Bay Park Hospital in Oregon has earned its first Level III trauma center designation, marking a significant milestone for emergency healthcare in the community. The designation recognizes the hospital's ability to provide comprehensive care for patients with mild to moderate traumatic injuries, including access to specialized medical personnel, equipment, and coordinated treatment procedures. Hospital officials say the achievement reflects the dedication of their medical teams and emergency service partners to improving patient care. The recognition strengthens access to trauma services for residents of Oregon and surrounding Northwest Ohio communities.
